He had to get the police involved to slow and eventually stop the car, so what went wrong? And is this an isolated incident, or is this a problem with the MG brand in general?

Perhaps EVs will need something like a dead man switch rigged to the seat belt buckle or a small explosive charge to interrupt power supply by pulling a cord?
