    Why do this? What matters is the oxygen content in the blood, and this can be measured easily.

      Hi Alan,
      The stimulus to breathe is controlled by the CO2 level in the blood, not O2. This is why when a person is hyperventilating they breathe into a bag increasing their CO2 level so they can regain control. In Scuba diving there is something called shallow water drowning where CO2 causes the diver to stop breathing.

    I’m not sure about this, the OSHA maximum level for continuous exposure is 5000ppm.

    Below 19.5 percent oxygen . . . , air is considered oxygen-deficient. by osha
    “oxygen-deficient IDLH”
    A respirator shall be provided to each employee when such equipment is necessary anytime the employer is unable to maintain an oxygen level of 19.5% , in order to protect the health of such employee. The employer shall provide the respirators which are applicable and suitable for the purpose intended.
