This Should Be Compulsory Viewing

It seems that if a problem is encountered with baby lotions, no remedial action will, or can, be taken under current US health regulations.

If a toxic ingredient is discovered in baby lotions, or if a baby suffers some adverse reaction to them because of ingredient toxicity, the manufacturer is not obliged to report it to the Federal Drug Administration.

The FDA cannot request a review of baby lotion product safety before it comes to market.

The FDA cannot request manufacturers not use potentially toxic ingredients in baby lotions.

Manufactuers are not currently required to register their products with the FDA before putting them on the market.

Nor can the FDA require manufacturers to submit safety information about their products.

The FDA cannot require manufactuers to recall baby products that are shown to cause adverse reactions.

If the manufacturer becomes aware of adverse reactions to their products, they are not required to report that to the FDA.
