HHS Secretary Robert Kennedy Jr Begins controversial ‘Chemtrails Investigation’
U.S. Secretary of Health and Human Services Robert F. Kennedy Jr. has announced that his department is “looking at chemtrails and the impact of emissions from aircraft, and those potential impacts on health.”
Speaking at the Washington Children’s Health Defense conference, Kennedy effectively legitimized a full public debate over what some still call just a ‘conspiracy theory.’
Kennedy, as a member of the U.S. government is opening the door to scientists, researchers and whistleblowers who argue that weather modification programs within the US Government have existed at least since ‘Operation Popeye.’ Kennedy assured his audience “you have a strong and steadfast friend at the White House”.
Historical Shadow: Operation Popeye and the Weaponization of Weather
Kennedy’s “investigation” is premised on weather modification as a weapon of war does have historical precedent.
Between 1967 and 1972, the U.S. military conducted a secret weather modification program during the Vietnam War codenamed “Operation Popeye.” Its goal was to extend the monsoon season in Southeast Asia by cloud seeding, making the Ho Chi Minh Trail muddy and impassable, thereby disrupting North Vietnamese supply lines. U.S. forces used WC-130 aircraft to seed clouds with silver iodide or dry ice in an attempt to generate additional rainfall.
Scientific Consensus: Those Are “Contrails,” Not “Chemtrails”
Critics often rebut the claims weather modification is widespread by putting the blame on contrails and cite official explanations such as the U.S. Environmental Protection Agency (EPA) official webpage: when aircraft fly at high altitudes, hot engine exhaust meets cold air, and water vapor condenses into ice crystals, forming “contrails.” The EPA states that “chemtrail” is a term used inaccurately by some to falsely claim that ordinary aviation contrails are actually “dangerous chemicals or biological agents deliberately released at high altitudes for purposes including population control, mind control, or attempts at geoengineering or weather modification.”
Notably, in July 2025—under the same administration—the EPA specifically published online resources about contrails and geoengineering.
Then-EPA Administrator Lee Zeldin said: “Americans deserve direct answers about contrails and geoengineering… We are making public all the information the EPA knows.” Yet less than a year later, the Health Secretary of the same administration announced an investigation into a topic the EPA itself had dismissed.
Operation Popeye ultimately led to the signing of the 1977 Environmental Modification Convention (ENMOD), which prohibits the use of environmental modification techniques for hostile purposes. As the Federation of American Scientists noted at the time, weather modification could be “a Pandora’s box of geophysical warfare.”

Wigington argued that aircraft with specialized dispersal mechanisms spray substances—including aluminum, barium, strontium, manganese, polymer fibers, and “surfactants” into the air for undefined but cumulatively harmful purposes.

More misdirection and nonsense. Did RFK fix the FDA or CDC? No, they are worse than ever. Chemtrails are the EPA’s game. They should be investigating or rather they should be listening to Jim Lee because he has figured out exactly what is going on.
